Home schooling

The Education and Training Reform Act 2006 is explicit in recognising that home schooling in Victoria is a legitimate alternative to attending a government or registered non-government school during the compulsory years of schooling (six to sixteen years).

Parents and guardians who decide to educate their child from a home base assume overall responsibility for the planning, implementation and assessment of their childs educational program. This can occur across a broad spectrum of styles, ranging from informal learning approaches to formal curriculum programs. It is acknowledged that parents who choose to home school their children do so for a variety of reasons and make a significant commitment with regard to their time, energy and resources.

Home schooling registration is overseen by the Victorian Registration and Qualifications Authority (VRQA). The VRQA, a new Authority set up under the Act, is responsible for the registration and accreditation arrangements for all registered schools and education and training providers, except established universities. The Authority may review the program of the home schooling parent where it forms a belief,on reasonable grounds, that regular and efficient instruction substantially addressing the eight nationally recognised key learning areas, taken as a whole, and/or upholding the Australian democratic principles are not taking place.
