Language is the Key
Language learning is recognised
as an important element of the curriculum for students in all Victorian schools.
Research has demonstrated that language learning develops literacy, enhances
cognitive development, builds confidence and promotes cross cultural
understanding.
For these reasons, Languages other than English is one of the
Discipline-based Domains in the Victorian Essential Learning Standards.
Government schools will be expected to report students’ achievement in language
learning from Level 4 of the Standards in semester 1 of 2008. The Standards have
been developed on the assumption that students have studied their language from
Prep to Year 10, for the recommended 150 minutes contact time per week, or an
equivalent arrangement.
Programs that focus only on culture awareness, or
programs of less than 40 minutes a week, are not reportable under the new
reporting system. Such programs should be reported under the History, Geography
or Civics and Citizenship Domains.
The funding provided to all government schools through
the Student Resource Package (SRP) includes approximately $50m each year to
assist schools to offer language programs. The SRP allocation is calculated
using a base amount for LOTE for each school, in addition to different amounts
allocated for students at each year level.
